Project Name:  Consultancy Service on Research and Project Formation for Joint Crediting Mechanism in transport sector in Lao PDR in 2021

Project Narrative

The Government of Japan is promoting the Joint Crediting Mechanism (JCM), a market-based mechanism to appropriately evaluate the contribution to greenhouse gas (GHG) emission reduction achieved through the diffusion of leading Japanese low carbon technologies, products, systems, services and infrastructure.

The JCM is a Japanese initiative aimed at reducing GHG emissions and achieving low-carbon development. Lao PDR government signed the bilateral document to implement the JCM in 2 July 2013. Under the JCM, the Laotian and Japanese entities jointly implement projects which will reduce GHG emissions in Lao PDR utilizing Japanese low-carbon technologies. The Government of Japan is offering various assistance to promote the implementation of JCM projects including a provision of finance. The Ministry of the Environment Government of Japan (MOEJ) is committed to form projects to be implemented under the JCM.

2. Work plan
1) Collect basic information of transportation sector
2)Make a list of potential GHG emission reduction projects in transportation sector
3)Online meetings with promising project owners
4)Collect information required to quantify GHG emission reductions
5)Collect information required to prepare proposal for JCM financing programmes

3. Deliverables
The Local Consultant is required to submit the following reports as scheduled below in English.
