Project Narrative

Luang Prabang is a UNESCO world heritage site and one of the top tourist destinations in Lao PDR. To preserve the liveability for the local people and the future sustainable development, the city needs a master plan for sustainable urban transportation system. The establishment of such system will be based on the approved urban transport policy that includes smart transportation, green mobility, transit-oriented development (TOD), non-motorized transport (NMT) and road safety. The master plan aims to identify the priority projects and create short, medium, and long-term implementation plans which integrate mobility with the land use planning and tourism management as well as the institutional capacity building. Although the master plan is only for Luang Prabang, but its success can be taken into account in the formulation and improvement of national policies of GOL on environmentally sustainable transport (EST), traffic safety, and sustainable urban development.

In order to initiate the development of Luang Prabang urban transport master plan, it is necessary to conduct basic data collection and survey (this Assignment) on the existing transport system in the city including transition of number of registered vehicles, trends of traffic accident, traffic flow, traffic density in specific areas while considering the integration with land use and tourism management. Incorporating the information on approved and approval-pending or planned transport-related projects, the result of the survey will be used as reference for the development of sustainable urban transport master plan.
