Project Name:  Evaluation of Japan’s ODA to the Lao People’s Democratic Republic

Project Narrative

Official Development Assistance (ODA), a major pillar of Japan’s international contributions, is required to provide higher quality, more effective and more efficient assistance both internationally and domestically. In light of this, an evaluation of Japan’s ODA to the Lao People’s Democratic Republic (Lao PDR) will be conducted this year with the following objectives.

1. Objectives of this evaluation
(1) To assess Japan’s assistance to the Lao PDR based on its recent aid policy and priority areas.
(2) To obtain recommendations and lessons learned for the formulation and implementation of Japan’s future aid policy for Laos. It also aims to contribute to the revision of Japan’s Country Assistance Policy for Lao PDR in FY2024.
(3) The results of the evaluation will be made public to ensure accountability to the public.

What Mekong consultant Co., Ltd contributes

1) Arrangement of meetings (appointments) with interviewees;
2) Communication with driver to guide the Study Team members to the sites;
3) Setting up and attending online interviews/meetings 
4) English-Lao Interpretation in interviews/meetings;
5) English-Lao translation of short documents;
6) Making the list of participants and minutes of meetings/interviews;
7) Arrangement of field trip (car rental in Vientianne and Savanakhet, domestic flights between Vientianne and Savanakhet, express trains between Vientianne and Luang Prabanb, etc.); and
8) Follow-up of interviews and collection of data and information which could not be obtained during interviews; and
9) Other tasks specifically assigned by the Employer.
