Project Narrative

The Grant Assistance for Japanese NGO Projects” is a scheme of the Ministry of Foreign Affairs of Japan (MOFA) that provides funds for economic and social development projects carried out by Japan’s international cooperation NGOs in developing countries, and is the core of promoting cooperation between the Japanese government and said NGOs. As part of Japan’s ODA efforts and public-funded projects, it was decided that the NGOs projects that received funds under this scheme should be appropriately evaluated on an outcome basis, including the visualization of the results, and clarification of the unique value of NGOs, by a third-party evaluation team. In August 2021, MOFA has appointed International Development Center of Japan Inc. (IDCJ) to conduct the FY2021 evaluation of two NGOs’ projects in Laos specified below.

1. Plan International Japan “Better Secondary Education for Girls Through Promotion of Gender Equity” (Year 1-3) (hereinafter referred to as Project 1)
2. Association for Aid and Relief, Japan (AAR Japan)“Enhancement of Maternal and Child Health Service in Mountainous Areas of Lao PDR” (Year 1-3) (hereinafter referred to as Project 2)
As part of the evaluation work, IDCJ plans to implement the field survey in Laos with the support of Research Assistant. In light of the traveling restrictions imposed by the spread of COVID-19, IDCJ plans to implement the survey remotely from Japan, and entrust the Research Assistant to conduct interviews and site-inspections on behalf of the IDCJ Evaluation Team. The main works of the field survey include, but are not limited to, interviews to the project related persons, on-site inspection in the project sites, and collection of relevant data and information.
