Project Description

  Vientiane Capital along the Mekong River is centre of economy, politics, and tourism and the most populated city among cities in Lao PDR. Moreover, Vientiane Capital has experienced rapid economic growth from foreign investment since 2000, however it is suffering from the loss of lives, properties, and lands of local residents caused by increasing flood and riverbank erosion disturbing the sustainable economic growth and poverty mitigation.
  The problems as described above paragraph have led to “Mekong River Integrated Management Project (Phase I) in Vientiane Capital (“The Phase I”), the Phase I had successfully completed in 2014 with the EDCF of the Export-Import Bank of Korea (“The Bank”). But the area of the Phase I covers a section from Kaoliao to KM 3, the center of Vientiane Capital, while the downstream area of the Phase I remains still vulnerable to flood and erosion. There-fore, the Project for the section from KM 3 to Hotdokkeo was projected as a broad scale measure against flood and erosion in the capital city.
The GOL has requested the Government of the Republic of Korea to provide financial support for the Project under the EDCF and both governments have agreed on it.
Purposes of the project:
  The whole objectives of the Project are to support secured safety and sustainable economic growth, establishment of a systematic and sustainable river management measures to prevent repeated flood inundation and bank erosion along the Mekong river in Vientiane Capital to assure safe environment, to enhance quality of life for the residents and contribute to poverty reduction policy through developed tourism resources.
The specific project objectives are:
• Establishment of the disaster prevention facilities to protect the precious human lives, properties and lands of local residents from river flood and bank erosion
• Expansion of waterfront areas and tourism infrastructures by installing riverside parks.

What Mekong consultant Co., Ltd contributes

Supervision Assistance:
– To support Project Management Unit (“PMU”) to prepare/refine as necessary the planning and feasibility studies, including resettlement action plans and environmental management plans,
– To prepare detailed engineering designs, cost estimates and bidding documents for improvement of flood control, transport, and tourism in section of KM 3 to Hotdokkeo.
– To ensure that environmental (including the embankment material management plan),social, and resettlement requirements outlined during the feasibility studies are ade- quately covered in designs and bidding documents.
– To administer all civil works including materials, schedule, report, safety, and etc.,and ensuring completion of construction of the components in accordance with con- tract for the civil works
– To improve capacity building of organizations in charge of river management in Vientiane Capital and improvement of the public awareness.
