Project Description
The National Socio-Economic Development Plan of Lao PDR provides broad economic and social targets, and specific proposals for urban sector development. Strategic focus of infrastructure development in Lao PDR is improved connectivity in the east-west economic corridor, provision of urban infrastructure and construction of main roads in districts, and access roads that link rural production areas to urban markets. The central government has set up a policy framework for urban development where district authorities would be in a position to take the main role in city-level planning and implementation.
The Cities Development Initiative for Asia (CDIA)1, a multi-donor trust fund managed by the Asian Development Bank (ADB), conducted a scoping mission in Lao PDR in May 2019 to commence stake -holder consultations and help define the scope of the forthcoming ADB Livable Cities Investment Program, in alignment with ADB’s Strategy 20302.
CDIA’s technical assistance grant will lead into ADB’s proposed project preparation activities and an estimated investment loan package of approximately $120 million programmed for 3 This proposed downstream ADB loan will build on and complement the already planned and completed urban infrastructure investments financed by the ADB and implemented by the Government of Lao PDR, including, but not limited to, the Pakse Urban Environmental Improvement Project4 (PUEIP) and the Greater Mekong Subregion East-West Economic Corridor Towns Development Project5 (GMS-1).
CDIA will provide technical assistance to Lao PDR’s Ministry of Public Works and Transport (MPWT) to prepare pre-feasibility studies addressing urgent urban development challenges across the three elevated cities of Kaysone Phomvihane, Pakse and Luang Prabang, hereinafter referred to as project preparation study (PPS) cities. In accordance with CDIA procedures, MPWT submitted an application for project preparation assistance to CDIA on 20 June 2019 which was duly reviewed and approved on 22 July 2019.
